RADAR OBSERVER - CLARIFICATION
In speaking with the author of the amended Federal Regulations pertaining to Radar Observer endorsements, I feel it's important to note a few corrections from my last blog entry.
Let's take a step back. Radar Observer training is broken down into three levels - Unlimited, Inland Water and Gulf - Intracoastal Waterway, and Rivers. The levels speak for themselves as to where these endorsements are valid. Most mariners complete the 40 hour Coast Guard approved Radar Observer - Unlimited courses. Radar Observer training is required for any navigational officer employed on an Inspected vessel of 300 Gross Register Tons (equipped with Radar) or more AND any Uninspected Towing Vessel 26' or more in length (equipped with Radar). On the credentialing side, any mariner upgrading their officer endorsements over 200 GRT (near coastal or oceans) or applying for Master or Mate of Towing Vessels, must complete a Radar Observer course as part of their required training elements.
In my previous blog, I stated that the Radar Observer "endorsement" is no longer required. That's not 100% true and can be confusing. Radar Observer training is valid for 5 years. Mariners are required to complete an 8 hour Radar Observer "refresher/renewal" course to maintain compentancy. This is where the new regulations kick in. Once you complete the Radar Observer renewal course, you are now required to make that certificate "readily available" to a requesting authority. Mariners are no longer required to bring or send their renewal certificate into the Coast Guard and have their endorsement updated. The original radar observer endorsement on their credential should no longer have an expiration date attached to it.
